    Building energy efficiency assessment

    Energy conservation assessment refers to the scientific and reasonable analysis and assessment of the energy utilization of fixed asset investment projects under the administration of the development and reform departments of the people's governments at all levels in accordance with energy conservation regulations and standards, and the preparation of energy conservation assessment documents or the filling in of energy conservation registration forms. At the same time, the project energy conservation assessment documents shall be reviewed to form review opinions, or the energy conservation registration form shall be registered and filed, and the review opinions or the energy conservation registration form shall be taken as the precondition for project examination and approval, approval or commencement of construction as well as the important basis for project design, construction and completion acceptance.

    Evaluation methods
    The general evaluation methods include standard control method, analogy analysis method, expert judgment method, etc., one or more methods can be selected according to the characteristics of the project.
    Standard control method: refers to the analysis and evaluation of whether the energy utilization of a project is scientific and reasonable by comparing relevant laws, regulations, policies, technical standards and norms on energy conservation. The main evaluation points are as follows: the project construction plan is compared with the energy conservation plan and the access conditions of related industries; the project layout, production process, energy utilization process and other construction schemes are compared with the relevant energy-saving design standards; the main energy equipment and energy efficiency standards for comparison; the overall energy efficiency level of the project is compared with the energy consumption quota standard.

    Analogical analysis: it refers to the analysis and judgment of whether the energy utilization of the evaluated project is scientific and reasonable by comparing with the existing projects with advanced energy conservation level in the same industry. This approach can be used in the absence of relevant standard specifications. The analogical analysis method should judge whether the energy efficiency level of the referenced analogical engineering reaches the international advanced level or the domestic advanced level. The main points of the evaluation are similar to the standard control method.

    Expert judgment method: refers to the method of analyzing and judging whether the project energy utilization is scientific and reasonable by using expert experience, knowledge and skills. In the absence of relevant standards and analog engineering, this method can be used. Using the expert judgment method, we should make a comprehensive analysis and calculation of the energy use of the project in the early stage from the aspects of production process, energy-using process and energy-using equipment. In the use of expert judgement, the views of the members of the expert group shall be annexed to the conclusions.

    The working process
    The main working steps of the project energy conservation assessment agency include: establishing the assessment team, carrying out the energy conservation assessment, improving the assessment documents, etc.
    Build an evaluation team. After accepting the entrustment of the project construction unit, the evaluation institution shall, according to the characteristics of the project, establish an evaluation team that conforms to the professional principle and has stable personnel. During the project energy saving evaluation, the evaluation team should keep the staff stable.

    Carry out evaluation work. The main work includes collection of project data, determination of evaluation system and scope, evaluation of project situation, formation of evaluation conclusions, preparation of evaluation documents, etc. Projects whose annual comprehensive energy consumption is more than 5,000 tons of standard coal (equivalent value) shall be professionally evaluated and countersigned. During the evaluation period, the energy conservation evaluation institution shall fully communicate with the project construction unit and the feasibility study and compilation unit. The energy conservation assessment documents after compilation shall be affixed with the official seals of the energy conservation assessment institution and the project construction unit respectively, and shall be submitted to the project construction unit for examination of energy conservation.

    Improve the evaluation document. After the energy conservation assessment document is submitted for review, the energy conservation assessment institution shall organize all professionals to attend the assessment meeting and exchange the project assessment status, etc., and timely revise and improve the assessment document according to the opinions raised in the energy conservation assessment and review stage.
