From August 2005 the EU began in full implementation of the "Directive on Waste Electrical and Electronic Equipment" (WEEE). September 3, 2009, the EU Council Secretariat, representatives of Member States to the EU to propose new WEEE Directive RoHS directives and the draft revised text of the new version of the draft revised again into Annex IA and Annex IB (electrical and electronic |
equipment categories and the categories of list of products), and made clarifications and additions on other content.
WEEE Directive With the implement completely of EU WEEE directive from August of 2005, this directive was gone into effect in 2003, and according to the regulations of this directive, manufacturer (includes importers and dealers) should be charged with relevant responsibility of legal.
First Revision Directive December 3, 2008, the EU issued revised proposal of WEEE directive (2002/96/EC) and RoHS Directive (2002/95/EC). The purpose of the proposal was to create a better, simple, understandable, effective and enforceable regulations. 1.The directive coordinate the manufacturer's registration and reporting obligations, The registers shall be inter-operational across member states. 2.Electrical and electronic equipment falling under the categories 8,9 set out in Annex Ⅰ specified in the scope RoHS 3.Member States, where appropriate, should encourage producers to finance all the cost occurring for collection facilities for WEEE from private households. 4.The directive lay down new collection rate and target of electrical and electronic equipment. This collection rate needs to be increased 5%. WEEE a 65% collection rate set in function of the amount of EEE placed on the market in the preceding two years. The collection target is different in member states. 5.It is clarified what equipments are exempted from the Directive.
Second Revision Directive On September 3 2009, EU commission secretariat give member states new RoHS directive and modified WEEE draft. The new draft included appendix IA, IB (inventory list for electrical and electronic devices), with proper clarifying and addition.
