According to "Pollution-free Agricultural Products Management Approach" (Ministry of Agriculture, State General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China Decree No. 12), pollution-free agricultural products certification divided into producing area certification and product certification. Producing area certification is implemented by provincial-level administrative departments which is in charge of agriculture. Product certification is implemented by Center For Agri-food Quality & Safety(The ministry of Agriculture,PRC.). Only the product which have got producing area certification can apply product certification. The orientation of pollution-free agricultural products is assuring basic security to satisfy public consumption.
The function and meaning of pollution-free agricultural products logo
1. Pollution-free agricultural products logo is established and issued by the Ministry of Agriculture and CNCA. It is a evincive logo used on the products or its packaging which obtain the unified pollution-free agricultural products certification. The pollution-free agricultural products design printed on the packaging, label, advertisement and specification can not be used as the pollution-free agricultural products logo.
2. By the use of the logo, government assure the quality of pollution-free agricultural products and protect the legal rights of the producers, managers and consumers. It is also the important means for relavent national departments to carry out effective supervision and management of pollution-free agricultural products. What kind of steps does pollution-free agricultural products certification include
1. The provincial administrative departments which is in charge of agriculture implemented the producing area certification of pollution-free agricultural products (including the producing area environmental monitoring), and issued ‘The producing area certification certificate of pollution-free agricultural products’;
2. The provincial institutions of pollution-free agricultural products receive ‘pollution-free agricultural products certification application’ and attached material, then check whether the material is all ready, verify whether the material is true and accurate, whether occure nonstandard behavior in the production process;
3. The designated pollution-free agricultural products testing organization perform sampling and testing. May let PONY TEST designated by the Ministry of Agriculture perform the test;
4. The professional certification sub-center of Center For Agri-food Quality & Safety(The ministry of Agriculture,PRC.) recheck the first check and correlative application material submitted by provincial institution. Check the feasibility of the control measures in production process, production records and the products compliance in ‘Test report’;
5. According to the check of professional certification sub-center, the Center For Agri-food Quality & Safety formally check again. For the organization meet the reqirement, convene ‘certification accreditation experts conference’ to do the final accreditation.
6. The Center For Agri-food Quality & Safety(The ministry of Agriculture,PRC.) issue the certificate of pollution-free agricultural products and pollution-free agricultural products logo. And report to the Ministry of Agriculture and CNCA.
