--Implement <the Request in common use of security for student’s articles> from April 1
Issued national standard on stationery
Stationery used by students may be harmful to users’s health, even safety of life. The national standard GB21027-2007, i.e. <the Request in common use of security for student> issued by many ministries has enter into force on April 1, 2008. Products, which don’t accord with technical regulations and safe standards, can not be placed on the market.
Content
1) listing limits of migratory elements: antimony, arsenic, barium, cadmium, chromium, lead, mercury, selemium;
2) for products used to correct (correction fluid etc.), listing limit of benzene in organic solvent, and no chloridize hydrocarbon;
3) specifying the concentration of free formaldehyde、benzene and dimethylbenzene in adhesive;
4) specifying the concentration of formaldehyde no more than 300 mg/kg;
5) listing the concentration of aromatic amine in dye which used in student’s articles;
6) specifying brightness of students’ books
7) listing the safe property of pen cap’s size;
8) specifying the shape and cusp of scissors, blade, writing case, drawing ruler, etc.
Testing items for mechanical and physical properties
1.pen
a) dimension: the length of pens and refill, the diameter of balls, spillage of ink, etc;
b) functionality and life: writing longness, impact resistance, etc;
c) writing quality: dry time, water resistance, lightfastness, etc;
d) special test: vacuum resistance, constant temperature and humidity, etc;
e) safety for pen cap: requirement according to BS 7272 and ISO 11540.
2. paper
Weight, thickness, tear strength, pH, etc.
3. adhesive
Viscosity、cold-resistant and heat-resistant、solid content and pH etc.
4. others
Dimension, functionality, hardness of metal parts, etc.
Intermational testing items for stationery
1. office stationery: test chemical properties and functionality for stationery when exported to EU and USA.
2. kid’s stationery: EN71-1, EN71-2, EN71-3, Cd, EN71-9, Phthalates and TRA. Exported to USA ,general test according to LHAMA and ASTM F963. If liquid, refers to USP51 and USP61.
a) EN71-3: safety of toys-migration of certain elements;
b) EN71-9: safety of toys-requirements for organic chemical compounds;
c) Phthalates:It is a professional Europe union directive on chenmical substances requirement about stationery and toy except EN71.
d) MSDS、TRA、LHAMA: focus on powder and liquid components of stationeries and toys, especially toxic and irritant substances.
